ESMA began operations on January 1, 2011, taking over from the Committee of European Securities Regulators1. It works to converge the supervision of national competent authorities (NCAs) for securities and capital markets2.

Under EMIR, ESMA drafts technical standards3 and grants or withdraws the registration of trade repositories4. The European Commission, not ESMA, adopts delegated regulations based on ESMA's drafts45.
