The Financial Stability Board's Key Attributes of Effective Resolution Regimes for Financial Institutions (the Key Attributes) describe the resolution plan as a guide for the authorities to achieve an orderly resolution when recovery measures are not feasible or have proven ineffective. The authorities are responsible for developing, maintaining, and executing it. The recovery plan, which sets out how the firm restores itself, is prepared by the firm's senior management. The Key Attributes refer to the two together as the "recovery and resolution plan".

The plan does not oblige the authorities to implement it, and they may adopt a different strategy.
