The BCBS develops international standards, and what applies to banks is the national or regional regulation. In Japan, the Financial Services Agency (FSA) has put in place notices, supervisory guidelines, and Q&As1.
Its oversight body is the Group of Central Bank Governors and Heads of Supervision (GHOS), which approved the finalization of Basel III. The rules the GHOS agrees are minimum standards, and each country or region may adopt more conservative rules2. FSA documents also refer to the BCBS in Japanese as "バーゼル委" (the Basel Committee).
