The usage in which first-tier and second-tier regional banks together are called regional banks, and the group that also includes shinkin banks and credit cooperatives is called regional financial institutions, appears in the Financial Services Agency (FSA)'s monitoring report on securities investment1. At the end of March 2026 there were 97 regional banks2.
The scope can differ slightly between documents. The FSA's analysis of OTC derivatives trade data treats Saitama Resona Bank and the member banks of the Regional Banks Association of Japan and the Second Association of Regional Banks as regional banks3.
